Most content sites start as a pile of posts. The stronger ones start as systems.

When the architecture is clear, every article has more than one place to live. It appears on the homepage, belongs to a topic stream, sits in the archive, and can support a future package page without being rewritten.

That is why the publication structure comes first here. The crawler is useful, but it only becomes valuable after the destination for imported material is already well shaped.
